1、建立食品安全責(zé)任制。鎮(zhèn)上與各相關(guān)部門，與各生產(chǎn)、銷售、經(jīng)營單位簽訂食品安全責(zé)任書，形成一級(jí)抓一級(jí)、一級(jí)對(duì)一級(jí)負(fù)責(zé)的食品安全責(zé)任體系。按照責(zé)權(quán)一致的原則，制定食品安全綜合監(jiān)督責(zé)任制和責(zé)任追究制，劃定監(jiān)管責(zé)任區(qū)，落實(shí)監(jiān)管責(zé)任人，做到責(zé)任明確、各司其職、各負(fù)其責(zé)。對(duì)因工作失職而發(fā)生重大食品安全問題的，追究有關(guān)責(zé)任人的責(zé)任。

3、加快食品安全信息體系建設(shè)。對(duì)食品安全問題做到早發(fā)現(xiàn)、早預(yù)防、早整治、早解決。主動(dòng)與農(nóng)業(yè)、質(zhì)監(jiān)、工商、衛(wèi)生和食品藥品監(jiān)管等部門聯(lián)系，用足用活行政資源，為食品安全工作提供可靠信息。建立健全食品生產(chǎn)、經(jīng)營企業(yè)質(zhì)量檔案和食品安全監(jiān)管信用檔案，強(qiáng)化食品生產(chǎn)經(jīng)營者的責(zé)任意識(shí)，通過政府監(jiān)管、行業(yè)自律和社會(huì)監(jiān)督，加大失信懲戒力度，逐步建立起我鎮(zhèn)食品安全信用體系的基本框架和運(yùn)作機(jī)制。
4、建立食品安全事件應(yīng)急機(jī)制。制訂食品安全事件應(yīng)急預(yù)案，按事件的不同等級(jí)，建立協(xié)調(diào)、查處、善后、責(zé)任追究、信息發(fā)布等工作機(jī)制和措施。一旦在本鎮(zhèn)區(qū)域發(fā)生重大食品安全突發(fā)事件，應(yīng)立即啟動(dòng)預(yù)案，快速做好調(diào)查處理工作。
三、加強(qiáng)領(lǐng)導(dǎo)，確保食品安全各項(xiàng)工作任務(wù)的落實(shí)
食品安全工作是一項(xiàng)復(fù)雜的系統(tǒng)工程，涉及生產(chǎn)、加工、流通以及消費(fèi)等多個(gè)環(huán)節(jié)，不論哪個(gè)環(huán)節(jié)出問題，都會(huì)影響食品安全全局。因此，我們要突出“四個(gè)加強(qiáng)”：一要加強(qiáng)領(lǐng)導(dǎo)，明確責(zé)任。要抓緊完善鎮(zhèn)政府食品安全工作領(lǐng)導(dǎo)小組，明確工作職責(zé)，落實(shí)工作責(zé)任。要完善食品安全工作的責(zé)任機(jī)制，鎮(zhèn)主要領(lǐng)導(dǎo)是本區(qū)域食品安全第一責(zé)任人，分管領(lǐng)導(dǎo)是直接責(zé)任人。要明確食品生產(chǎn)企業(yè)的責(zé)任主體地位和企業(yè)負(fù)責(zé)人的食品安全第一責(zé)任人的責(zé)任。要積極研究建立完善的目標(biāo)責(zé)任考核體系，健全食品安全工作責(zé)任制及責(zé)任追究制。二要加強(qiáng)聯(lián)系，密切配合。要主動(dòng)與工商、衛(wèi)生和食品藥品監(jiān)管等部門聯(lián)系，建立鎮(zhèn)政府與部門聯(lián)動(dòng)和定期聯(lián)系工作制度，加強(qiáng)協(xié)調(diào)，密切配合，齊心協(xié)力做好集中整治、日常檢查等工作。三要加強(qiáng)宣傳，營造氛圍。要大力宣傳有關(guān)部門加強(qiáng)食品監(jiān)管、實(shí)施“食品放心工程”、打擊假冒偽劣食品違法犯罪行為所取得的成效;宣傳食品安全監(jiān)管和食品質(zhì)量監(jiān)督檢查等方面的有關(guān)信息;宣傳國家有關(guān)法律法規(guī)和食品安全知識(shí)，提高人民群眾自我防護(hù)和依法維權(quán)的意識(shí);宣傳重視質(zhì)量、守法經(jīng)營的先進(jìn)典型，以及優(yōu)質(zhì)食品和優(yōu)良企業(yè)。有選擇地曝光食品安全典型案例，震懾違法犯罪分子。通過廣泛的宣傳教育，進(jìn)一步營造人人重視、人人關(guān)心食品安全的良好氛圍。四要加強(qiáng)督查，保證實(shí)效。要進(jìn)一步加強(qiáng)食品安全監(jiān)督檢查，督察檢查必須堅(jiān)持明察暗訪相結(jié)合，建立健全食品安全督察督辦機(jī)制。及時(shí)、準(zhǔn)確了解全鎮(zhèn)食品安全真實(shí)情況，檢查重點(diǎn)工作在村、企業(yè)、學(xué)校的落實(shí)情況，確保食品安全各項(xiàng)措施落到實(shí)處。
我們深刻地認(rèn)識(shí)到作為示范鄉(xiāng)鎮(zhèn)，需要做的工作還有很多。可以說是希望和壓力同在，榮譽(yù)與困難并存。我們要加倍努力，讓食品安全工作百尺竿頭更進(jìn)一步，高質(zhì)高效的完成上級(jí)將給我們的工作。

In recent years， China’s food industry occurs security issus frequently， which makes people worried and lose confidence。 Food safety， related to the people’s health， safety and healthy development of economy， is the major issue of national stability and social development。 Since the Sanlu Incident occurred in 2008， the entire society increasingly concerned about food safety issue。 It was in this context that the food safety issue was referred to an unprecedented level。
There are the following main issues in food security: using poor quality raw materials in the food manufacturing process， adding toxic substances， excessive use of food additives， abusing of chemical additives and so on。 There are many reasons to cause this problem， and regulators， producers and even consumers share responsibilities。 The entire society should try effort to avoid food safety issues。
